Request for Proposal (RFP) Notice
RFP Scope and Objective
The Louisiana Health Care Quality Forum (LHCQF) is issuing this Request for Proposal (RFP) with the intent of identifying a Software-as-a-Service (SaaS) solution to provide an electronic Physician Orders for Life-Sustaining Treatment (ePOLST) vendor that offers a cost-effective, flexible solution, in compliance with the Health Information Portability and Accountability Act (HIPAA) and compatible with LHCQF’s goals and functional requirements as detailed in this RFP. This electronic registry will be a repository of advance care planning documents, including advance directives and Louisiana Physician Orders for Scope of Treatment (LaPOST) documents, which are indexed to patients. Providers (as appropriate) can access the electronic registry through Louisiana Health Information Exchange (LaHIE), from within an electronic health record (EHR) and via direct web access. This solution must comply with LA RS 40:1155. LHCQF proposes to purchase the solution and provide access and use of the solution to licensed health care providers at its discretion. The solution selected should be prepared to begin customization and training within thirty (30) work days of contract signing.

UPDATE RFP Schedule
Due to an error in the original Request for Proposal (RFP) document stating that a Vendor Q&A would be held on two different dates – December 21, 2017, and January 3, 2018 – we will have a Conference Call on Thursday, January 4 at 10 a.m. (CST).
Because of this change, we are extending the dates as outlined below. The RFP will be due Friday, January 5, and demos with selected vendors are scheduled for Wednesday, January 10.
